„Die Rüstungsindustrie ähnelt immer mehr der sowjetischen Landwirtschaft und verwandelt sich in ein riesiges „schwarzes Loch“, das immer mehr Haushaltsmittel verschlingt“, fuhr Gontmacher fort. Die geplante Erhöhung des Soldatensolds (das ist ein Teil der Militärausgaben) lasse sich natürlich begrüßen, räumte der Experte ein. Der Zeitpunkt dafür sei jedoch äußerst ungünstig – eine neue Krise stehe schließlich vor der Tür. Außerdem sei nicht auszuschließen, dass diese Mittel teilweise gestohlen werden, warnte er. (...)

„Die Urheber des Haushaltsentwurfs testen die Standfestigkeit der Gesellschaft“, stellte Jewgeni Gontmacher fest. „Mit so einem Haushalt kann man nicht leben. Das Gesundheits— und Bildungswesen braucht doppelt so viele Mittel wie es hat, wobei im neuen Haushalt ihre weitere Kürzung vorgesehen ist.“

“The current election campaign is somewhat more spicy and interesting than the previous ones,” Boris Makarenko, the chairman of the Centre of Political Technologies, told Itar-Tass. “Competition is tougher, which stems from the fact that regulating rules have been slightly allayed.”

Moreover, he said, United Russia’s decision to take part in pre-election debates has, to a certain extent, added to augmenting competitive spirits. Although, in his words, the debates were “rather dull.” No wonder – public politics “have long been kept down” in Russia, he noted.

Protest votes at the forthcoming elections will “go in all possible directions,” Makarenko forecasts. “Communists will win such votes because they are the biggest opposition party. It might be a wise option for those who are against the current authorities,” he said. Just Russia, in his words, is likely to win votes thanks to “the fine banner of social justice” and its “intermediary position” between political extremes, while Liberal Democrats will not fail to use growing nationalistic moods in society.

Meanwhile, another distinctive feature of the current election campaign is a social background of apathy and skepticism.

Meanwhile, Boris Makarenko, chairman of the board of the Center of Political Technologies said that talking about the future challenges of the Eurasian Union is not unlike attempting to predict the chances that a newborn baby will get some sickness associated with old age, like arthritis.

In an interview with RT, Makarenko said that when the European Union was in the first stages of creation no one knew about the possibility of today’s problems. The signing of the document today, therefore, is an important step, but it is only the beginning.

Makarenko then pointed out some of the differences between the EU and the Eurasian Union.

“The structure of the (Eurasian Union) is very different from the EU as Russia is an absolute leader, while in the EU even Germany is strong but not completely overshadowing other members,” he said. “So it will be easier to overcome problems through Russia’s leading role.”

Speaking on the potential to create some sort of future “super-union between the European Union and the Eurasian Union,” Makarenko said such an idea would “require decades.”

First all member-states of the new union must join the WTO, then they must bring their technical regulations in line with the EU and only then could such a “super-union” be negotiated. But it is possible in principle, he added.

Meanwhile, the chairman of the board of the Center on Political Technologies said he hoped that the negative response given by some observers in the west would soon “die out.”

“I am speaking about the comments that suggest that somehow the Eurasian Union is the resurrection of the Soviet Union,” Makarenko said. “When the West sees that this is not the case they will see the tremendous possibilities of cooperation.”

Indeed, nothing could spoil the upbeat mood in the Kremlin, the site of the signing ceremony.

Prvi čovek odbora Centra za političke tehnologije Boris Makarenko o budućim izazovima EAU govori sa stanovišta pokušaja da se kod novorođenčeta predvidi da li će ta osoba dobiti oboljenje vezano za starost, poput artritisa. Boris Makarenko podseća da kada je stvarana današnja EU, niko nije mogao ni da zamisli današnje probleme. Potpisivanje sporazuma u Moskvi je važan korak napred, ali je ipak prvi korak, uz neizbežne razlike između EU u EAU:

„Struktura EAU je bitno drugačija od one u EU, jer je Rusija apsolutni vođa, dok u je EU Nemačka ta koja je jaka, ali ne zasenjuje sve ostale članice. Zato će biti lakše da se prevaziđu problemi vodeće uloge Rusije,“ objašanjava Makarenko.

Potencijal za stvaranje neke buduće „super-unije“ od Evropske unije i Evroazijske unije je moguć, ali bi takav projekat „zahtevao decenije“ pažljivog rada. Pre svega, sve države bi morale da postanu članice Svetske trgovi9nske organizacije (STO), a potom sve svoje tehničke zakone moraju da dovedu u sklad sa EU i tek tada bi se moglo pregovarati o toj „super-uniji“. Ipak, ništa od toga nije nemoguće.

Boris Makarenko se nada da će „ngativan odgovor“ posmatrača na Zapadu uskoro biti promenjen: „Govorim o komentarima koji navode na zaključak da je Evroazijska unija u suštini uskrsnuće Sovjetskog SAveza. Kada Zapad bude video da to nije slučaj, uvideće ogromne mogućnosti saradnje.“
