Development of Human Potential and Generation of Knowledge and Innovations: Memorandum on Cooperation

Representatives of the Institute of Contemporary Development and the United Nations Development Program in the Russian Federation (UNDP) signed a memorandum “On Cooperation within Development of Human Potential and Generation of Knowledge and Innovations”.

INSOR and UNDP are both committed to The Millennium Development Goals of the United Nations, both realize importance of an intensive development of human capital because of its being among the key conditions for Russia’s modernization, and both recognize the need to boost energy and ecology efficiency of Russia’s economy. As a result, the parties agreed on the following:

1. To promote development of human potential and to assist Russia in switching to low-carbon and environmentally efficient development through formation of expert communities and relevant institutions.

2. Cooperation of UNDP and INSOR will embrace the following areas:

2.1. Promotion of the Concept of development of human potential in Russia and its integration into the process of choosing optimal routes for socio-economic development.

2.2.  Facilitating expert and institutional efforts aimed at boosting efficiency of the energy economy, and participation of Russia in implementation of international climate change agreements:

- identification of tasks and topics to address (including social, economical and financial aspects of low carbon development, enhancement of energy efficiency and the climate change prevention;

- analysis of UNDP and INSOR experience and results of their projects aimed at enhancement of energy efficiency, including projects of the Global Environment Facility;

- identification of the best practice (both at the regional and local levels) and promotion of innovative solutions and experience within the energy conservation;  

- organization of joint roundtable discussions, conferences and seminars;

- development of joint analytical reports and other information products.

2.3. Facilitation of development of relevant expert communities focusing on issues related to energy and environmental efficiency.

2.4. Cooperation with the business and facilitation of a dialogue between authorities, the business, and the civil society focused on development of a strategy of environmentally efficient use of natural resources.
