Dr. Lipitsky graduated with a degree in History from Moscow State University and holds a Ph.D. in Philosophy. For many years he was engaged in research work at Moscow State University and the Russian Academy of Sciences. From 1993-1995 he served as a Deputy in the Russian State Duma, 1995-1999 – Member of the Political Advisory Council of the Russian President. Dr. Lipitsky has held various positions within the government as well as with non-governmental organizations.
